Elsa Fernández Aguilar, General Director, National Authority for Transparency and Access to Information
Elsa Fernandez currently serves as general director of the National Authority for Transparency and Access to Information (ANTAI). She also chairs the Committee for Monitoring the Implementation of the Inter-American Convention against Corruption for the Organization of American States (OAS). Fernandez is a lecturer in the Department of Private Law at the College of Law and Political Science of the University of Panama. She holds a degree in law and political science with a specialization in mediation and higher education teaching. Fernandez has a master’s degree in private law and has completed various national and international courses. She is currently pursuing a doctorate in public management and business sciences at the Central American Institute of Public Management in Costa Rica. She has 19 years of professional experience in the public sector and has held positions such as deputy ombudsman, substitute deputy of the National Assembly for Circuit 8–7, secretary general of the general directorate of the penitentiary system, and legal advisor at the Ministry of Government and Justice
