Edgar Stuardo Ralón Orellana was elected as commissioner and rapporteur on the rights of persons deprived of liberty during the 49th Regular Session of the OAS General Assembly on June 28, 2019. His four-year term spans the period from January 1, 2020, to December 31, 2023. Ralón Orellana is a constitutional lawyer from the Republic of Guatemala, and during his 20-year professional career he has specialized in constitutional matters. He has combined university teaching with litigation and has become a respected authority on constitutional issues in his country. Notable in his human rights work is his advocacy for individual guarantees such as the right to life, civil liberties, and political rights. He is a citizen of Guatemala.
