Angelino Kandiyelo Segunda, born in Benguela, Angola, holds a doctorate in civil law from the
Pontifical Lateran University in Rome, a master’s degree in peace building management from the Pontifical University of Saint Bonaventure in Rome, and postgraduate qualifications in philosophical and forensic anthropology, criminology, and advanced investigation techniques from the same institution. He is a qualified counselor for the International Red Cross. Since 2022 he has been a faculty member at Gregório Semedo University, teaching political science and constitutional law. He also serves as the deputy director-general of the National Institute for Religious Affairs at Angola’s Ministry of Culture and as the head of legal services and compliance at Gregório Semedo University. Previously, he was dean of the Faculty of Law at
Universidade Independente de Angola (2018–2022), coordinator of the master’s program in customs law and applied tax legislation (2021–2022), and professor of crime sociology in the master’s program in criminal and forensic psychology.
